There is none. It does nothing. Backup mags is probably the item I think most needs some kind of rework. It's 100% useless on more characters than just railgunner. it removes the need to reload my guy, one extra snipe shot per backup round, if you got 100 of them, you can fire 100 shots and not need to reload.
