hawkeye Jul 20, 2021 @ 4:37am. fps is determined by the cpu. It creates the scene. The gpu is only relevant if it's not strong enough to render at the fps that the cpu can pump out. It can't add fps. On vanilla FO4 a 2070s will have no problem at 1080p, 1440p nor 4k.
