I can confirm this, except that I use a 3x3 design (bed, table, chair, cabinet and if I ever get around to it, also a chest), and that makes all dwarfs as happy as unicorns in a magical forest. It seems that now, overlapping a bedroom + dinning room + office will result in a single room that can't be raised above "Meager" quality. You need to split these three things into different rooms. The chest, cabinet, armor rack, weapon rack, etc need to be distributed across all the rooms. I had one combo room that was meager.

Dwarfs having private bedrooms makes them more happy but you can construct one big dormitory for them all to live in to meet their sleeping needs too. Make sure the bedrooms and dormitory is relatively close to the rooms where they work and eat so they can get there quicker, and consider ordering them to smooth the floors for faster movement.
